Description
SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES INTRODUCTION: The Defense Health Agency National Capital Region Contracting Division(NCR-CD), Falls Church, VA is seeking information on business sources that can provide non-personal service support as synopsized below. The purpose of this Request for Information (RFI) is a means of conducting market research to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support this requirement and to identify parties having the resources to support the requirement to provide Shredding Services to the various Departments within Walter Reed National Military Medical Center (WRNMMC), Bethesda, MD 20889-5600. The intention is to procure these services on a competitive basis. PLACE OF PERFORMANCE: Services shall be provided for various departments at the Walter Reed National Military Medical Center, Bethesda, MD 20889-5600 including the Naval Dosimetry Center. DISCLAIMER: "THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP)". It does not constitute asolicitation and shall not be construed as a commitment by the Government. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only, and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Contractor - Specific Duties/Tasks The contractor shall provide professional, cordial and responsive service to customers. Ensure the privacy, confidentiality and dignity of all materials handled. Ability to read, write and speak English. Contractor shall provide the following services: Onsite shredding services to the Walter Reed National Military Medical Center including Naval Dosimetry Center. Provide three hundred (300) executive consoles with locks for safety, and wheels for mobility. Provide forty five (45) large 96 gallon bins with locks for safety, and wheels for mobility. The containers must keep contents safe and secure. The containers will be labeled with contractor's name, address, contact information, and location. The containers must be labeled with appropriate signage to ensure that equipment is not removed or tampered with: "Attention: This is not a trash receptacle. Please only dispose of documents containing PII/PHI in this console. Thank you for your cooperation." Provide onsite shredding services once a week (Tuesday) between 0700 and 1500. Request the option of four large purges annually for the disposal of Paper/Cardboard/Medical Record binders; mixed media items (i.e. CDs/DVDs/cassette tapes, etc.); and Radiology films (x-ray) as requested by the MTF POC/COR. The contractor will relocate consoles and/or bins upon request within WRNMMC complex as needed to meet construction and/or workload requirements. (Bin Locations TBP prior to contract award). Contractor - Other Specific Duties/Tasks The contractor shall provide onsite shredding services once a week (Tuesday) between 0700 and 1500. The contractor shall transport the shredder using a commercial vehicle (not maintained onsite). After completion of service, the contractor shall provide a Certificate of Destruction indicating documents were shredded using an approved method and meeting established standards Certificate of Destruction must specifically state that proper chain of custody was maintained at all times. The certificate can be sent electronically by 1500 on Wednesday after service. The contractor shall collect all consoles and/or bins as directed in the Statement of Work and return to its proper location after the contents have been shredded. The contractor shall provide a monthly weight report of waste processed to the COR by the 5th day of the month. Contractor Equipment Specific Requirements Own or have access to commercial-grade shredder/disintegrator. Own or have access to a commercial vehicle to transport shredder and paper waste for hydro pulping. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 8:00 AM EST, 15 October 2019. The estimated period of performance is anticipated to be a 12 month base period, and four (4) twelve (12) month option periods with performance commencing 05 November 2019. The contract type is anticipated to be Firm-Fixed-Price. Payment is only made for services performed. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. All questions must be submitted to the Contract Specialist identified. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of a response to the this Request for information (RFI).
