Description
The United States Army Medical Research Acquisition Activity (USAMRAA) is issuing a Notice of Intent for a Sole Source the award of a firm fixed price contract with Brigham and Women's (B&W) Hospital to provide Magnetic Resonance Spectroscopy (MRS) services for "Establishing the neurochemical basis for performance enhancement using transcutaneous electrical stimulation of human cranial nerves on behalf of the U.S. Army Research Institute of Environmental Medicine (USARIEM) at Natick, Massachusetts. The purpose of this requirement is to use B&W's FDA-cleared 7 Tesla (7T) MRS imaging facility to reveal neurotransmitter activity in discrete brain regions before and after research participants receive TENS of the trigeminal nerve. Specifically, B&W will assist with research design, screen study participants, and conduct the research, including the execution of all MRS scanning and data collection/storage, data analysis, and report writing. The Contractor will be responsible for providing staff and resources necessary to complete all MRS-related research activities. The contractor shall work with the Principal Investigator at USARIEM to ensure the protocol is submitted and approved by the local Institutional Review Board at B&W as well as U.S. Army Medical Research and Developmental Command Human Research Protections Office. The estimated period of performance for this acquisition is one year. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by Tuesday, 26 September 2019 at 2:00 p.m. EST in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract modification is based upon responses to this notice is solely within the discretion of the Government; information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with responses to this notification. All inquiries must be submitted via e-mail to nathaniel.a.reus.civ@mail.mil.
