Page 3 of 3 D SYNOPSIS OF PROPOSED CONTRACT ACTION-Electronic Database Subscription Services for Sterilizing Process Solicitation Number/FBO Notice: 36C24519Q0594 Agency: Department of Veterans Affairs Office: Veterans Affairs, Nation Program Office for Sterile Processing Location: Washington, DC Response Date: September 19, 2019 @ 4:30 pm Set Aside: N/A Classification Code: D IT and Telecom Web-Based Subscription The North American Industry Classification System (NAICS) Code is 541519 and the small business standard is 15 million. Synopsis: The Department of Veterans Affairs, in accordance with FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement) intends to make a sole source award to a firm with the capability of providing electronic database subscription services. Access to manufacturer s instructions in the adequate reprocessing of reusable medical equipment is critical in the assurance of the highest quality of care. The anticipated source is One Source, 1475 Military Way, Salt Lake City, UT 84103 This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government s intent to make a sole source award. Contractors who can provide the Dept. of Veterans Affairs with the required services are invited to electronically submit an affirmative written response indicating a bona fide ability to meet this specific requirement. Specifications for this requirement are as follows: The Contractor shall provide a comprehensive web-based electronic database of manufacturer s instructions for the cleaning/reprocessing, sterilization/ disinfection / preventive maintenance of medical/surgical instrumentation and equipment, as well as IFU s for Dental instruments and Tissue and implant IFU s to 170 VA facilities and all satellite clinics with the capability to save frequently used and favorite IFU documents for immediate access with no interruption in service. The contractor must be able to provide a continuation of the current VA document library currently in use by the field with no interruption in service. The contactor must have the ability to provide Censitrac linkage for the management of surgical instrument inventory. The Censitrac linkage package must allow direct access to IFU document within Censitrac linkage. The contractor must be ISO 9001:2015 registered the scope of Services is for both Sterile Processing and the Biomedical Equipment PM Document Database subscription service is for all VHA Healthcare Systems. Specific Tasks and Deliverables: Provide online access to major manufacturers IFU documents for decontamination, assembly, and sterilization of reusable instruments. Provide online access to major manufacturers IFU documents for cleaning equipment outside of the sterile field, such as compression sleeves and pumps etc. Provides online access to major manufacturers IFU documents for decontamination, assembly, and sterilization of reusable instruments, SDS/MSDS sheets, and information needed for dental consumables. Provide online access to major manufacturers IFU documents for implantable biological and non-biological materials and devices. Provide customizable data storage and access to the preventive maintenance (PM)/service manuals. Provide linkage with Nuvolo. Provide Censitrac linkage allowing direct access to IFU documents. Contractor shall poll the manufacturers at least quarterly for updates and post these to the electronic database within 30 calendar days of receipt. Contractor shall send weekly updates each Monday no later than three pm eastern time to NPOSP and HTM of any changes to the database. Contractor will be ISO 9001: 2015 Registered. The period of performance is expected to be September 29, 2019 to September 28, 2020. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a Point of Contract (POC), telephone number, and electronic mail address (email). Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are US or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Responses to this notice are due on or before Friday, September 14, 2019, 4:30 PM Eastern to this procurement s Contracting Officer, Veronica B. Dillard at Veronica.Dillard@va.gov.
