Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 (effective 08/13/19). Paper copies of this solicitation will not be issued and telephone requests, email requests, or fax requests for the solicitation will not be accepted. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. This solicitation is a Request for Quotations, numbered as 140P8319Q0075. The NAICS code is 561621 with an associated small business size standard of $22 million. This solicitation is for a service (not construction), is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor/vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION. The National Park Service has a requirement for a single contractor to preform annual NFPA inspection and testing of park fire alarm and fire sprinkler systems. There are 22 fire alarm systems and 9 water based fire sprinkler systems that need this annual service throughout various buildings for buildings for Fort Vancouver National Historic Site (20 buildings are located in Vancouver, WA, Clark County, and two buildings are located in Oregon City, OR, Clackamas County). All systems use commercial electrical power. For visual inspection and test methods of the fire alarm system, the requirements of Chapter 14 in the 2019 edition of NFPA 72 must be met. Inspection and Testing personnel shall be qualified as level II in Fire Alarm Systems and on-site personnel shall be on site at all times during the work. NOTE: This description does not contain all of the information. Quoters shall refer to Attachment no. 4, Statement of Work, as well as review all other attachments that comprise the complete solicitation package. ATTACHMENTS TO THIS SOLICITATION. The complete solicitation package (standard forms and all associated attachments) is available in the Federal Business Opportunities ("FedBizOpps") website, searching by Solicitation number 140P8318Q0078. Once in the synopsis page, look to the right-hand menu for attachments or scroll down and attachments are provided in shaded box. Attachments are as follows: Attachment 1-Full Text Combined Synopsis/Solicitation; Attachment 2-DOL Wage Rates Clark County WA; Attachment 3-DOL Wage Rates Clackamas County, OR; Attachment 4-Statement of Work; Attachment 5-Fire Alarm Locations; and Attachment 6-Clause 52.204-24. PERFORMANCE PERIOD. The awarded contract will include a base year and the option for the Government to exercise up to four additional option years. Contractor will have one month each calendar year to perform the annual testing and inspection, and submit the required report by the end of the month. For the base year of the contract, the contractor will have from date late October through November 2019. For the option year periods, if option year periods are exercised, the contractor will be required to perform the annual testing and inspection, and submit the required report in the month of October for each option year. PLEASE NOTE: This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. (Government anticipates making award the week of October 14th 2019). SITE VISIT. An organized site visit is not scheduled for this solicitation. Quoters may be able to conduct their own site visit, however, it's best to contact Alex ahead of arriving, in case all buildings are not open to the public and require NPS staff to provide you access. The Fort Vancouver National Historic Site main address is 612 East Reserve Street, Vancouver, WA 98661. There are 20 buildings/structures located within that campus that require service. The other 2 buildings/structures are located in Oregon City, OR: McLoughlin House is at 713 Center Street, Oregon City, OR 97045, and the Barclay house is adjacent, at 719 Center Street, Oregon City, OR 97045. Again, to arrange a site visit at any of the locations, first contact Alex Patterson. QUESTIONS REGARDING THIS SOLICITATION must be submitted in writing via email (phone or fax questions will not be accepted). WHEN TO SUBMIT QUOTE (RESPONSE DATE): Quote shall be submitted by 3pm (PST) on Wednesday, October 9, 2019. HOW TO SUBMIT QUOTE: Quote shall be submitted by email. Reference the solicitation number (140P8319Q0075) in the subject line of the email. Send to Phaedra_fuller@nps.gov. It is the Quoter's responsibility to ensure that the entire quote package submitted is fully received. Quote MUST be good for 30 calendar days after close of this solicitation.
