Description
The Federal Aviation Administration (FAA) intends to award a single source purchase order to ADB Safegate Americas, Columbus, OH. The Federal Aviation Administration Logistics Center (FAALC) has a requirement for operational depot spares of ADB/Siemens semiflush in-pavement lights and associated equipment. The following components will be procured under this requirement: ALSF Approach Light Fixtures o44A6148-1000 (clear) o44A6148-2000 (green) o44A6148-3000 (red) ALSF Top Cover Assemblies o44A6151/10 (clear) o44A6151/20 (green) o44A6151/30 (red) MALSR Approach Light Fixtures o44A6440-2000 (clear) o44A6440-1000 (green) MALSR Top Cover Assemblies o44A6151/21 (clear) o44A6151/11 (green) Cordset 31 73A0133/31 Isolation transformers o34C0087 (300W) o35C0096 (MALSR green) o35C0095 (MALSR clear) Lamps o2990.40.900 (105W) o48A0386 (62W) Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The ADB/Siemens semiflush in-pavement fixtures are baselined NAS lighting equipment. Similar to other lighting systems manufactured by other vendors, the specific equipment in each system is unique to that manufacturer. Only parts designed by the original equipment manufacturer (OEM) or to the OEMs specifications will work in the original application. For a site that already has an ADB/Siemens semiflush lighting system, when one of their light fixtures fails they need to have a replacement. This replacement fixture must be able to be installed into the existing system (with no other modifications) and operate with identical photometric performance characteristics. This ensures standardization of existing hardware baselines and minimizes operational availability impacts to the NAS. There are no other known companies that manufacture products that are plug and play compatible with existing ADB-Siemens semiflush lighting systems. Using another company s semiflush lighting equipment for an existing ADB/Siemens installation would require additional equipment conversions to work properly. This would result in increased maintenance costs to the customer, non-standardization of NAS equipment, and an unnecessary increase in operational unavailability at the site while the additional maintenance tasks are performed. There are no existing FAA engineering documents that approve any of these types of hybrid in-pavement lighting configurations nor procedures that would ensure it could be done safely by technicians in the field. The proposed NAICs code for this acquisition is 335122, Commercial, Industrial, and Institutional Electric Lighting Fixture Manufacturing, with a size standard of 500 employees.
