- Justification and Approval for Other Than Full and Open Competition The U.S. Army Corps of Engineers- Vicksburg District, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a sole source purchase order to McCormick Painting Company, 1421 East Ninth Street, Little Rock, AR, 72202-4217 for all labor, material and equipment for the surface preparation and coating the exterior of the Narrows Power Plant Powerhouse. The walls will be cleaned by power washing to remove black mildew. The cleaned walls will be coated with Sherwin Williams clear water repellent. Stage sections will be rigged to access the walls, not accessible by man lifts. The wall adjacent to the power line will be completed during a power outage. The North American Industry Classification System Code (NAICS) for this requirement is 238320, Painting and Wall Covering Contractors, the small business size standard determination is $15,000,000.00. A copy of the Justification and Approval for Other Than Full and Open Competition is attached. This is not a Request for Quote (RFQ) and no solicitation is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the Vicksburg District's requirements described herein may submit a capabilities statement; which, if received within five (5) calendar days of the date of this announcement, will be considered. Responses to this posting must be submitted via e-mail, no phone calls will be accepted. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
