Description
Justification and Authorization The U.S. Marine Corps, Blount Island Command (BIC), Contracting Office, Marine Corps Station, Jacksonville, FL 32226 hereby gives notice of intent to award a firm fixed price bridge contract, on a sole source basis to Ambyth Shipping and Trading Inc., in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1. This bridge is needed to allow for an award of a competitive Indefinite Delivery / Indefinite Quantity (IDIQ) contract for these services. The period of performance is 19 September - 18 November 2019. An approved J&A is included with this notice. This is a Statutory Exception to Full and Open Competition. USMC Blount Island Command, has a requirement for providing continued OCONUS Intermediate and Depot Level Repair and Logistics services for the Improved Navy Lighterage System (INLS), Landing Craft Mechanized-8 (LCM-8), Amphibious Bulk Liquid Transfer System (ABLTS), Maritime Prepositioning Force Utility (MPFUB), on watercraft embarked on Maritime Prepositioning Force, (MPF) Shipping, deployed overseas. The type of work includes various industry disciplines, but not limited to, hull cleaning, steel fabrication, welding, mechanical, machining, piping, ship fitting, hydraulics, electrical, surface conditioning (blasting/mechanical), and coating systems (painting). It may also include short notice emergent repairs and/or maintenance to Navy watercraft that results from exercise damage/CASREP. The Contractor shall provide all required personnel, transportation, supervision (including safety oversight), and other items necessary to perform the required services in an OCONUS and afloat environment onboard Maritime Prepositioning Ships, which are subject to MPF shipping schedules. Ambyth is the current provider of these services under Basic Ordering Agreement Task Orders and this is for continued maintenance services. This Contract will be articulated utilizing Firm Fixed Price job orders based on the Governments' requirements and/or subsequent Condition Found Reports (CFR). Individual Statements of Work/Request for Quotations will be provided to the Contractor as required. After the Contractors' estimate is received, it will be reviewed to ensure that the cost is determined fair and reasonable. The Government will accept or reject the Contractors' estimate based on cost. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Point of contact for this requirement is Stanley G.
