- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a firm-fixed price, indefinite delivery/indefinite quantity sole source contract with one (1) base year and four (4) option years with GEL Laboratories, LLC. 2040 Savage Rd. Charleston SC, 29407. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541380 Testing Laboratories; the size standard is $15,000,000.00. The FBI Laboratory Division, Forensic Response Section, Scientific Response and Analysis Unit (SRAU) provides scientific, technical, and forensic support to FBI investigations involving chemical, biological, radiological, and nuclear materials (CBRN). The SRAU obtains forensic services from partner laboratories to facilitate the examination and analysis of CBRN material and related evidence. The SRAU intends to contract analytical services from a qualified vendor for radiobioassay examinations in support of FBI investigations. As defined by the American National Standard ANSI/HPS N13.30-2011 (R2017), Performance Criteria for Radiobioassay, radiobioassay is the "Measurement of the amount or concentration of radionuclide material in the body or in biological material excreted or removed from the body and analyzed for purposes of estimating the quantity of radioactive material in the body." The contractor shall perform analysis to detect, quantify, and identify radioactive material with atomic numbers 1 through 98 in matrices to include: blood; urine; feces; saliva; hair; finger/toe nails; bone; organ tissues; soil; water; and collection swabs. The results of analysis generated by the contractor may be used as evidence in a court of law as part of a criminal trial. Market research conducted via Request for Information has determined that this requirements can only be met by Gel Laboratories LLC. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, September 20, 2019 by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
