- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit Command and Control Communications, Engineering and Logistics (C ³EL) on a sole source basis to fulfill the Joint Staff J-7 ™s Joint Interoperability Division (JID) requirement to complete the final phase of the modernization of the Joint Interface Control Cell (JICC) at Pope AAF, Ft Bragg. The contractor shall provide a turnkey solution to modernize the Joint Interface Control Cell (JICC) and associated spaces to the current state of the art technology. The issuance of a firm, fixed-price award with a required date of delivery 60 days after the date of the award. To perform the required services, the contractor must have knowledge of the complex designs and functions necessary to support the mission. As of now, two thirds of the JICC system has been completed and the project has moved into its final stages. In addition, the contractor must be an authorized Thinklogical reseller. Thinklogical products must be used to ensure full integration within the JICC system. The JICC (Room 7) contains twenty-two command and control computers, multiple tactical radio systems, fiber optic routing system and six control stations. The upgrade and modernization services requested must fully integrate within this design architecture. The contractor must also possess final adjudicated secret clearances, not Secret eligible clearances. FLCN ™s intent is to process this requirement on a sole source basis to Control Communications, Engineering and Logistics. Control Communications, Engineering and Logistics personnel possess the required knowledge of the JICC infrastructure and expertise necessary to execute the JID ™s requirement without a disruption in mission support. Control Communications, Engineering and Logistics personnel also possess final adjudicated Secret clearances. Based on the foregoing, Control Communications, Engineering and Logistics is the only source able to satisfy the instant requirement by 30 September 2019. The applicable North American Industry Classification System (NAICS) Code for this requirement 238210. The applicable Product Service Code (PSC) for this requirement is N070. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Any responses to this synopsis should be sent to the attention of David Benham at david.m.benham@navy.mil. These responses shall be received no later than 12:00 PM EST on 12 September 2019.
