Description
The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award as a Sole Source commercial item contract to Stable Laser Systems, LLC for a Laser Cavity Assembly. This notice documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2019-04, effective 06 September 2019. There is only one responsible source identified to satisfy the USAFA requirement. • This request is issued for the USAFA Dean of Faculty Physics Department. • Stable Laser Systems, LLC is the only known responsible source. • This assembly will serve as an integral piece of equipment to perform precision M1 measurements (magnetic dipole moments of a hyperfine transition in rubidium atoms as well as parity non-conservation measurements of the same atomic specie). • This optical system, called a "locking cavity," will allow a laser to be set at and locked to a given frequency with extremely high precision and very low noise and drift. This is essential for the high precision laser spectroscopy measurements USAFA is performing. • In our past and ongoing searching we have found only one company which can supply an optical cavity with the above specifications to within a factor of 100, namely Stable Laser Systems. Stable Laser Systems, LLC is a small business located at 4943 63rd St., Ste B, Boulder, CO 80301. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Parts 12 & 13. There is only one responsible source and no other item will satisfy the current USAFA requirement. The North American Industry Classification System Code (NAICS) is 334516 and the size standard is 1,000 employees. There is only one responsible source identified to satisfy the USAFA requirement. REQUIREMENT: In order to do the ultra-high precision laser spectroscopy measurements planned, an optical locking cavity with the following specifications is needed: 1) Extremely high reflectivity mirrors 2) Extremely high optical cavity finesse of at least 300000 at wavelength 993 nm 3) Stability less than ± 3kHz/day temperature drift 4) Stability less than 40 kHz/day one way glass shrinkage 5) Cavity linewidth less than 5 kHz 6) Cavity support fractional frequency acceleration coefficient 10^-11 / g 7) High vacuum housing designed to optimally match and support notched optical cavity mirror mounts 8) Temperature controlled for fluctuations less than 5 mK per 1 °C of room temperature change 9) S2 of cavity mirrors and S1 and S2 of housing windows anti-reflection coated with R less than 0.1 % at 0° AOI 10) zero crossing temperature measurement of cavity, with Tzc in range 29 to 35 °C, with cavity housing tunable to zero crossing temperature 11) Zerodur mounting block in high vacuum housing This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 10:00 a.m. MDT on 20 September 2019. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
