Description
The purpose of Amendment 0002 to Request for Quote (RFQ) W15QKN-19-Q-07U9 is as follows: 1. Remove the HCL Connections Authorized User Annual SW Subscription & Support Renewal from the combined synopsis/solicitation in its entirety. As a result, the aforementioned requirement has been removed from the Contract Line Item (CLIN) structure, the Statement of Work, the Instructions Conditions and Notices to Offerors, and Evaluation of Offerors. 2. Extend the closing date from September 10, 2019 at 5:00pm to September 16, 2019 at 5:00pm. The purpose of Amendment 0001 to Request for Quote (RFQ) W15QKN-19-Q-07U9 is to extend the closing date from September 6, 2019 at 5:00pm EST to September 10, 2019 at 5:00pm EST. Combined Synopsis and Solicitation Request for Quotation (RFQ) W15QKN-19-Q-07U9 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W15QKN-19-Q-07U9 is issued as a request for quotation. Offeror's responding to this RFQ shall submit a Firm Fixed Price Quote for the "Line Items". The period of performance for the award is twelve (12) months from the date of award. Offerors must be able to provide all of the line items meeting the specifications and requirements provided in the RFQ, the Statement of Work (SOW) and RFQ Clauses and Provisions within the specified delivery time. OFFER PERIOD. Offeror Bid submissions and quotes shall be valid for 30 days or more after the close of the RFQ. No other individual other than the points of contact listed below are authorized either verbally or in writing to change part numbers, manufacturer, quantity, delivery dates, or any other specifications of this RFQ. QUOTE SUBMISSION. Offerors responding to this RFQ shall submit their quote in accordance with these instructions and attachments. Quotes shall be inclusive of shipping and handling charges if applicable. The U.S. Government is exempt from federal, state, and local taxes. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems found within a quote. The quote shall be presented in sufficient detail to allow the Government to perform an evaluation of the response to the requirements of the RFQ. The Government will not assume Offerors possess any capability, understanding or commitment not specified in the quote. EVALUATION FOR AWARD. An award will be made to the responsible Offeror whose offer will be the most advantageous to the Government, price and other factors considered. The Government will evaluate on the basis of Lowest Price Technically Acceptable (LPTA). Evaluation criteria are provided BELOW. The Government reserves the right to award items specified in this RFQ in whole or an in part. This requirement is restricted to the following brand name - HCL America Inc., in accordance with FAR 13.106(b) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. See the attached redacted Limited Source Justification for further information. If this effort is subject to a license agreement the license agreement shall be provided with the quote in response to this RFQ. A Defense Priorities and Allocations System (DPAS) assigned rating is not applicable. DEADLINE: The contracting Officer has established the following response time in accordance with 5.203(b). The response time is 5:00 PM EDT on 16 September 2019. Scope. This Statement of Work defines the contractual requirements for the procurement of the maintenance and support for report generation and application management capabilities. 1.1. Background. The JAG Corps uses HCL Domino software as a development platform. HCL Domino is a platform for hosting building applications and provides the background for the 50 plus applications used by the JAG Corps in its daily operations. 2. Applicable Documents. None 3. EVALUATION OF OFFERORS Basis for Award This is a competitive acquisition restricting consideration to an item peculiar to one manufacturer in accordance with (IAW) FAR 13.106-1(b)(1), and solicited through the FedBizOpps. The basis for award resulting from this combined synopsis and solicitation will be an integrated assessment of the results of the evaluation factors specified below utilizing the Lowest Price Technically Acceptable (LPTA) source selection methodology. The Government intends to award one (1) Firm Fixed Priced (FFP) purchase order resulting from this combined synopsis and solicitation. The resultant award will have a period of performance of 12 months from the date of award. The quotations will be evaluated for technical acceptability, but will not be ranked. The Government will assign a rating of "Acceptable" or "Unacceptable" for all non-price Factors. In order for an Offeror to be considered for award the quotation must receive an "Acceptable" rating in every non-price Factor. A quotation receiving a rating of "Unacceptable" in any non-price Factor will not be eligible for award. Careful, complete and impartial consideration will be given to quotes received in response to the combined synopsis and solicitation and the evaluation will be applied in the same manner. The offerors' quotes are presumed to represent their best effort in response to the requirements. Quotations that are unrealistic in terms of technical or schedule commitments, or contain unbalanced prices, may be considered indicative of a lack of understanding of the complexity of the contract requirement and may be determined "Unacceptable". Evaluation procedures at FAR 15.3 Source Selection do not apply to this acquisition. The Government intends to award without discussions (except for clarifications), but the Government reserves the right to conduct discussions and permit Offerors to review their quotation.
