Description
Statement of Work for Advanced Intelligent Access Capabilities The Department of State, Office of Acquisition Management, on behalf of the Global Engagement Center (R/GEC), issues this notice of its intent to negotiate a sole source award to FireEye for their proprietary "Advanced Intelligent Access", formerly known as their "Forward Deployed Analyst" which provided backend access to their proprietary database, via on-site subject matter expert services. FireEye's nation-grade collection capabilities and resources that have been operating for more than 14 years across signals intelligence (SIGINT), global incident response activities (Investigations), human intelligence (HUMINT), targeted SIGINT, and proprietary Open Source Intelligence (OSINT) disciplines. The company's deep collection capabilities, backed with language and cultural expertise uniquely position FireEye to assist across the range of GEC missions. Their collection network covers: •18+ Million Endpoints evaluating 10.2 Peta Bytes of traffic for threats daily •30+ Million Mailboxes evaluating 165M Emails for malicious activity daily •8.2 Trillion malicious event alerts & over 47 Million email attachments scanned daily •7700 Customers in over 60 countries •Million Malware samples reviewed daily •FireEye protects its customer's confidentiality, but this unique visibility allows them to provide visibility into threat actor tactics, techniques, procedure, and intent to a degree that we have found to be unequaled in the market. FireEye's threat data holdings include: •2,800 unique threat groups and tactics tracked and evaluated •1.7 Million new, discrete threat items or attributes identified annually (based on 2018) •400+ New malware families identified annually (based on 2018) •700+ malware families tracked, with unique detections and tracking evolutions •16,000+ Adversarial command and control nodes tasked annually (based on 2018) •Naming more advanced persistent threat groups (state sponsored) than any other vendor on the market •Identifying and exposing adversarial propaganda and deception campaigns, in partnership with social media providers and government FireEye's intelligence team consists of a globally distributed network of 220+ intelligence analysts, threat researchers and reverse engineers, located in 22 countries and speaking 30+ languages natively as shown in Annex 1. This structure includes researchers with local expertise in regions from which cyber threat activity and information operation(s) emerges. Native language capability, understanding of the local cyber security, regulatory and geopolitical environment(s), and understanding of the communities in which malicious actors operate provides FireEye with a unique vantage point. The benefit to the U.S. Department of State, Adversarial Propaganda and Disinformation (APD) is that FireEye intelligence observes malicious actors' interactions and engages them in the communities in which they develop capabilities, which enables FireEye to characterize threat actors driving cyber threats and information operations and anticipate threats that APD is interested in. Respond to this requirement by submitting written capabilities/specifications to the Contracting Officer at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be placed with FireEye. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.
