- The Naval Information Warfare Center (NIWC) Atlantic Charleston, SC 2214 has a requirement for the attached materials. The Government intends to award a firm-fixed price contract for the requirements listed below will satisfy agency requirements. All proposals will be evaluated based on Lowest Price Technically Acceptable. Quotes are due to Melanie Carter, Contract Specialist, NIWC Atlantic by 3:00 p.m. Eastern Standard Time, 11 September 2019. The Government will not pay for any information received.
