- synopsis ATKINS ENERGY FEDERAL EPC, INC. The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to add scope, extend the period of performance (up to eighteen months) and add cost to an existing contract award by means of other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1. Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. DOE awarded a sole source contract to Atkins Energy Federal EPC, Inc. (Atkins) located at 2345 Stevens Rd., Richland, WA 99345-1878, for the continued development and testing without unacceptable delays or significant additional costs of high-level waste (HLW) and low-activity waste (LAW) glass compositions to be produced in DOE's Site Waste Treatment and Immobilization Plant (WTP). DOE has determined that there is a need to add scope, cost, and extend the period of performance to meet the DOE mission and complete existing services as previously published in FedBizOpps on 9-6-2016. Authority for this publication is FAR 5.202(a)(11). Additional work scope is proposed to be added under NAICS 541330, Classification Code R425, as CLIN 12 and CLIN 13, more specifically described as follows: CLIN 12 Iodine Removal in the DFLAW Flow-Sheet, is required to satisfy continuing needs for the Sofnolime guard bed which was credited with a substantial Decontamination Factor (DF) for iodine removal. In order to avoid a potential shortfall in iodine removal efficiency for the DFLAW system additional needs exist to continue the identification and testing of potential replacement media for the guard bed. Estimated duration is up to 18 months from award date. CLIN 13 Cesium Technetium Volatility in the DFLAW Flow Sheet, required to satisfy continuing needs for testing waste and glass compositions on a prototypical melter and off-gas treatment system. Estimated duration is up to 18 months from award date. Additional information for more complete and accurate descriptions may be obtained by contacting Mr. Albert A. Kruger, Glass Scientist. Due to the unique nature of this requirement, DOE ORP does not know of, and has not solicited other sources. This notice is for notification purposes only, is not a solicitation for proposals, and none will be accepted. The estimated total cost of the services related to this extension of term is $1,500,000.00. This contract shall not exceed $25 million (M) over its entire duration.
