- Attachment 0001 - Radio Tower Fencing SOW 10 Sep 2019 Attachment 0006 - Continued Question and Answers 1. The U.S. Department of Defense - Army, Pine Bluff Arsenal (PBA), Directorate of Public Works (DPW) has a requirement to increase the Physical Security of the Installation by installing fencing/bollards at the Radio Communication Tower. This solicitation is issued in accordance with FAR 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). Contract Line Item Information: CLIN 0001 - Supply and install fencing around Radio Tower at Area 8, Section 1: Buildings 81-100, 81-200, 81-300, and 81-400. In accordance with attached Scope of Work (Attachment 0001), 10 Sep 2019. CLIN 0002 - Contractor Manpower Reporting; Not Separately Priced. 2. A standard commercial warranty shall be included at no additional cost. In accordance with FAR 52.246-20, the warranty shall continue for a period of 1 year from the date of final acceptance of the installation. 3. This requirement is issued as a 100% Small Business Set-Aside. The applicable NAICS code is 332322; size standard is 500 employees. 5. Period of Performance will begin within 2 weeks of contract award, with completion of requirement in 60 days of commencing. 6. Place of Performance: Pine Bluff Arsenal Area 8, Section 1: Buildings 81-100, 81-200, 81-300, and 81-400. Pine Bluff, AR 71602 7. Notes a. Quotes are due no later than 16 September 2019 at 11:59 AM CT b. Contract will be awarded in accordance with FAR 52.212-2 to the responsive and responsible contractor that holds the lowest price that is determined fair and reasonable, and meets the terms and conditions of this solicitation. c. Contractor is liable for accuracy of submitted quote(s) and for any incurred costs if quote(s) was submitted erroneously. d. Electronic Invoicing instructions shall be provided at time of award. e. Quotes submitted shall remain valid for 30 days. f. Contractors must be registered in the System for Award Management (SAM) in order to be eligible for an award with the U.S. Government. Application to this site can be found under the following link: www.sam.gov. Failure to comply with SAM registration may deem a quote ineligible for award. g. Please provide your GAGE code and DUNS number. h. Contract must submit certificate of insurance in accordance with FAR 52.228-5, or may not be considered for award. 9. Inspection and Acceptance is at destination FOB is destination. 10. For the contract resulting from this solicitation, the payment will be made by DFAS, via Wide Area Workflow (WAWF). 11. Although the Government intends to award the resultant contract without discussions, the Government reserves the right to open discussions. 12. Question Deadline: Questions shall be submitted in writing by 4 September 2019 at noon central time. 13. Point of Contact (POC) for this action is Mr. Riley J.
