- QUESTIONS AND ANSWERS: Q1.There is no requirement for the drain cleaning and pressure washing of barriers. Is the VA responsible for cleaning the drain lines as needed from within the barrier or on a routine service? A1. The drain is a part of the barrier system the contractor is responsible for the cleaning and maintenance per manufacture spec. As stated in PWS. Q2. The standard practice is to pressure wash the barriers prior to applying paint. I cannot locate within the contract anywhere that pressure washing of each barrier prior to painting was required. A2. Please see manufacturers specifications for pressure washing the barriers before painting. Q3. The Ordering Period 1 states the sandblasting and painting in accordance with PWS should be performed by 8/31/2020. The barriers were just sandblasted and painted in 2019 and industry standards spec every 5 years. Is this a correct ordering period or should it be listed as Ordering Period 5 instead? A3. The requirement for sandblasting and painting will be moved to 4th quarter of the last option on 2024. Q4. Considering all barrier work is preferred at nights or weekends due to site safety and traffic. Will the response time be adjusted accordingly or valued appropriately? A4. The response time will remain the same but can be adjusted on a case by case bases. Q5. What is the pay wage determination classification for the work performed? A5. The work performed shall have onsite at least one hydraulic systems technician. However, the work needs to be paid in accordance with the Department of Labor Wage Determination. Classifications used for this contract may include but are not limited to: 23160 Electrician Maintenance 23181 - Electronics Technician Maintenance I 23182 - Electronics Technician Maintenance II 23183 - Electronics Technician Maintenance III Q6. Is the pay wage determination accounting for flaggers, laborers and not just the lead technician? A6.This is up to the Contractor and the skill set of the person performing the work. The most important thing is that the Contractor must abide by the Department of Labor wage determination 2015-4553 rev. 11.
