- This is a Pre-Solicitation Notice for Solicitation Number 75H70120Q00001 and is issued to notify the public of an upcoming construction project to be performed in support of the Indian Health Service (IHS). This project will be set aside 100% for Small Businesses under North American Industry Classification System (NAICS) Code 237110 – Water and Sewer Line and Related Structures Construction with a size standard of $36.5 million. The anticipated solicitation is for the replacement of an individual septic system on Fee land in Pierce County, WA. The proposed septic system is to consist of a 2 Compartment Concrete 1500-gallon septic tank, 1500-gallon concrete pump chamber, all necessary piping as shown in the drawings (provided at time of solicitation), a sand-lined bed drainfield, and pumping and abandonment of the existing septic system. All electrical work and backfill to be included in costs. Contractor responsible for utility locates and necessary permits. Contractor must be a licensed septic installer in Pierce County, WA. The period of performance will be 30 calendar days after issuance of the Notice to Proceed. Per FAR 36.204, the estimated price range of the resultant construction project is between $25,000 and $100,000. This solicitation will be procured as a Request for Proposals (RFQ) in accordance with FAR Part 13 and 36 procedures with Lowest Price Technically Acceptable evaluation criteria [to be provided in the solicitation]. IHS intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement. The solicitation documents, to include specifications, drawings, Davis Bacon Wage Determinations, etc., is anticipated to be issued mid-October 2019 with proposals due approximately 20 days after solicitation issuance. A formal site visit is NOT planned. The official SAM website is located at https://www.sam.gov/portal/public/SAM/. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
