- A. ANNOUNCEMENT In accordance with A.M.S. 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAAAMS), industry is hereby informed that the FAA Management Services Organization (AJG) in support of the Air Traffic Organization (ATO) requires support services to provide training for management and non-management organization and how to apply industry Best Practice private models legally/optimally in a government agency. B. SCOPE These services include providing the specialized skills required (including certification) to provide quality, professional training support. In addition to the industry standard models currently in use, the contractor must customize the training for internal customer service providers in government and support an operational clientele. A draft Statement of Work (SOW) is attached hereto for this Market Survey announcement. The anticipated contract type is labor-hour time & materials, Indefinite Delivery-Indefinite Quantity (IDIQ). The period of performance will be a one-year base and two (2) Option periods. The suggested North American Industry Classification System Code assigned for this requirement is 611430, Professional and Management Development Training ($11M size standard) and 541720, Research and Development in the Social Sciences and Humanities ($20.5M size standard). C. PURPOSE The purpose of the market survey is to solicit statements of interest and capabilities from all eligible Socially and Economically Disadvantaged Businesses (SEDBs) that are 8(a) certified and/or Service Disabled Veteran Owned Small Businesses (SDVOSB). D. HOW TO RESPOND TO THIS MARKET SURVEY Interested vendors should submit the following items in response to this Market Survey/Request for Information: (1) A one (1) page transmittal letter that includes: a. Company name and point of contact information (name, position, phone number, and company URL); b. Business size and type. Identify if your firm is a 8(a) certified firm and/or SDVOSB (for which NAICS codes); c. Recommended NAICS code for this requirement; and D&B DUNS number d. Identification of any existing contracts with your firm under which services of this type may be ordered within the FAA or under contracts with other federal agencies. (2) A five (5) page Capabilities Statement that specifically identifies experience for the past three (3) years in the types of services described below. This document should address: a. Type of services provided by your firm; b. Size/value and type of services provided by previous contracts similar in scope. Provide specific contract numbers, contact names, addresses and email information to support claimed capabilities; c. Familiarity with FAA Acquisition Management System (AMS) and/or Federal Acquisition Regulation (FAR); and d. Number of years in business performing work relevant to the type of services described in the SOW. (3) Work Samples. Two (2) copies per each subsequent alphabet as follows: a. Course content: 1) Student handouts; and 2) Presentation materials b. Case Studies used during course; c. Student exercises/discussion materials; and d. Complete evaluation sets to Government agencies (4) Completed Attachment 1 Business Declaration. (5) Any recommendations and/or comments on the Attachment 2, Statement of Work (SOW). Respondents are encouraged to review the SOW and provide comments. No page limitation. (6) Delivery of Submittals. ALL RESPONSES, INCLUDING ATTACHMENT SUBMITTALS, MUST BE SUBMITTED BY 3:00 P.M. In your email submission, please include MARKET SURVEY RESPONSE: CLIENT-CENTRIC CONSULTING TRAINING in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted as necessary. E. ADDITIONAL INFORMATION THIS IS NOT A SCREENING INFORMATION REQUEST (SIR). The FAA is not seeking or accepting unsolicited proposals. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY, and is not to be construed as a commitment by the FAA, implied or otherwise, to issue a SIR or award a contract nor does the FAA intend to pay for any information submitted as a result of this market survey. The FAA does not reimburse expenses incurred for responses to this market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor s expense. Companies are encouraged to respond if they have the capability and/or capacity to provide the services as outlined below and within the draft Statement of Work (SOW). Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8 (a) certification letter, if applicable. F.
