- The Naval Surface Warfare Center Panama City intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Cochran Undersea Technology Division, 1758 Firman Drive, Richardson, TX 75081 on a sole source basis for the purchase of Navy Dive Computers for the Fleet. The components being acquired are: Item Part Number Quantity Navy EOD,Hose Mt,Gry,RedTac,Gauge,180Hrs,Imp,m 667510G41 125 each This procurement is sole source for the following reasons. Cochran Undersea Technology Division is the only approved source of supply for the parts under Navy Source Control Drawing 6914587. These are the only items approved for this use by the Authorized for Navy Use (ANU) from NAVSEA 00C. Only Cochran Undersea Technology Division, as the Original Equipment Manufacturer (OEM), has the ability to supply the parts manufactured by their company and certifies them Navy use. As such, Cochran Undersea Technology Division is the only source capable of meeting this requirement. Procuring these spare parts from another company would run the risk of incompatibility of components when maintaining and repairing divers equipment. Substitution of components is not authorized without the expressed permission of the approving authority. Any variance in the equipment used in a certified system would jeopardize the certification of the system and ultimately the mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
