- GENERAL SCOPE OF WORK For each calendar year (or portion of such year) the Internal Revenue Service (IRS) provides a national standard mileage rate that may be used by taxpayers to compute the deductible costs of operating passenger automobiles for business, charitable, medical or moving purposes. The use of the rate is optional and is deducted in place of the actual variable and fixed costs attributable to the use of an automobile. However, certain other expenses, such as parking fees and tolls, may be deductible in addition to the standard mileage rate. The contractor shall obtain vehicle registration data and then conduct an annual mileage study and perform statistical analyses to determine the rate to recommend that the IRS adopt as the Optional Standard Mileage Rate that may be used to compute the deductible costs of operating an automobile. The contractor shall deliver two reports: a study report (including both a draft study report and a final study report) recommending the standard mileage rate, and a mid-year gasoline price report. The contractor shall also recommend possible changes to the Performance Work Statement (PWS) to better reflect the automobiles being driven and the costs of operating those autos.
