- Description
- The Joint Pathology Center (JPC) has a requirement to repair and upgrade the current "Slide Repository Carousel Storage System" which holds 10,000,000 patient microscopic slides which provide pathology diagnosis for military treatment facilities, Department of Veterans Affairs Medical Centers and other federal agencies. The Government intends to procure these services on a sole source basis to ScottTech Integrated Solutions, the manufacturer of the system which is currently installed at the JPC. This upgrade can only be performed by the manufacturer of the current system because no third parties are authorized to perform the upgrade. Additionally, the technical data required to perform the upgrade is owned by the manufacturer, only ScottTech trained and qualified technicians can perform the work and only the ScottTech equipment can interface with the software currently used to track the slides. Lastly, servicing the system by any other entity would jeopardize the safe and efficient use of the system. Responsible sources not solicited for this requirement may submit a capability statement for the agency's consideration. However, prospective offerors are advised that the agency has authorized procurement of the upgrade using "other than full and open competition" procedures in accordance with FAR 6.302-1. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
