Description: Request one, U.S. flag (Jones Act), self-sustaining vessel or ABS certified tug & barge, with a minimum capacity of 65 ammunition TEUs with an average weight of 30,000 lbs. and a maximum weight of 46,000 lbs. The minimum net explosive weight is estimated at 127,830 pounds. Vessels must be certified to carry hazard classes/divisions 1.1 -1.4 (all Divisions) and 2.2 non-flammable gas in each stow area above and below deck. This shall be documented in the vessel's Document of Compliance for the Carriage of Dangerous Goods. Vessel/barge must be equipped with a certified Defense Transportation Tracking System (DTTS) satellite tracking system such as OMNITRACS. Vessel/Barge overall length (LOA) is not to exceed 700 ft. / 213.4 m. and a laden draft not to exceed 60 ft. / 18.3 m. The layday commences and cancels 03 September 2019. 17. The decision to release this solicitation as a Total Small Business Set-aside is based on responses received from a recent market survey for this service.
