Description
PLEASE READ THIS NOTICE CAREFULLY. The Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), intends to competitively award a contract for the Development of Response Information for Offshore Oil Spills in Area Contingency Plans. This pre-solicitation notice is being issued in accordance with FAR Part 5.204. This procurement is being conducted in accordance with FAR Part 15. The BSEE Procurement Operations Branch is the contracting office for this procurement and the resultant contract administrator. The Government anticipates awarding a firm fixed contract. The applicable NAICS Code is 541620, Environmental Consulting Services. The period of performance of the resultant contract is anticipated to be 12 months. All vendors must be registered in the System for Award Management (SAM.gov) before their proposal is submitted. Vendors are encouraged to team or subcontract with other vendors, specifically small businesses, to provide a total solution to the Government. BACKGROUND: The Bureau of Safety and Environmental Enforcement (BSEE), an agency of the U.S. Department of the Interior, is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of, offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS). BSEE ™s Oil Spill Preparedness Division (OSPD) Response Research Branch (RRB) oversees the Oil Spill Response Research (OSRR) Program, which strives to improve oil spill response by conducting research to address knowledge gaps and advance technologies used for oil spill response. OSPD also manages Ohmsett, the National Oil Spill Response research & Renewable Energy Test Facility. Ohmsett provides independent and objective performance testing of full-scale oil spill response equipment. www.ohmsett.com CONTRACT OBJECTIVES: The primary objectives of this contract is to develop a defined, repeatable test protocol for testing advancing skimmer systems. This test protocol will be developed for use at Ohmsett, but will consider other large scale tanks facilities during the development process. The results of tests conducted using this protocol will provide inputs that can be used with the Estimated Recovery System Potential (ERSP) calculator. https://www.bsee.gov/what-we-do/oil-spill-preparedness/response-system-planning-calculators. Further, this test protocol will be introduced to the ASTM F20 committee for their consideration and possible incorporation into an ASTM standard. The selected contractor shall convene a working group of experts in the field of oil spill response, coordinate and facilitate both virtual and in-person working group meetings, provide a virtual collaboration area available to all working group members, compile comprehensive meeting minutes of each meeting, and produce the test protocol and other deliverables as specified. The outcome of this effort shall be a final test protocol that meets the needs of BSEE OSPD, has consensus among working group members, and could be put forward to the ASTM F20 committee for consideration for an ASTM standard. The contractor shall have expertise in oil spill response, mechanical oil recovery operations, and testing of oil response equipment. The selected contractor should also be familiar with the ERSP calculator for mechanical recovery. HOW TO COMPETE FOR THIS CONTRACT: The Request for Proposal (RFP) which includes the statement of work, proposal submission instructions, and evaluation factors will be issued via Fedbizopps as Solicitation No. 140E0119R0020 within the next month. If you are interested in participating in this acquisition, you must follow the proposal submission instructions included in the RFP. INTERESTED SUBCONTRACTORS: Market research indicates that because of the varied locations and work that is required, contractors may need to subcontract portions of the work to provide a complete solution. Since award will be made to a contractor that can provide a complete solution, if you are interested in teaming up/subcontracting with a prime contractor and want to share your name and contact information, you can send the following information to the Contracting Officer via email to ankur.patel@bsee.gov by 12:00 P.M. Eastern Time on August 7, 2019: Name of Contractor, Brief statement of expertise/interest, contact information. The list of contractors interested in potential teaming or subcontracting opportunities will be included in the RFP and a follow-up Amendment, as needed. This list shall not be construed as an endorsement or recommendation of any contractor or teaming arrangement.
