- COMBINED SYNOPSIS/SOLICITATION TRANSDUCER SWING ARM DESIGN AND FABRICATION AND SIMILAR DELIVERABLES FOR NATIONAL MARINE FISHERIES IN HONOLULU, HAWAII (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NFFR7400-19-02858MCW. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-04 (AUG 2019) (Deviation 2019-03) (JUN 2019). (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 332710. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial items: Transducer Swing Arm Design and Fabrication and similar deliverables. (VI) Description of requirements is as follows: See attached Statement of Need which applies to the line items in Section (V). (VII) Place of performance: National Marine Fisheries PIFSC Director's Office, 1845 Wasp Blvd, Bldg 176, Honolulu, HI 96818 Delivery dates shall be: Base Year, September 30, 2019 Option Period 1, August 31, 2020 Option Period 2, August 31, 2021 Option Period 3, August 31, 2022 Option Period 4, August 31, 2023 (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2018) (DEVIATION 2019-03) (JUNE 2019), applies to this acquisition. The offeror will submit a quote for the items in section (V) on a line item basis. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Submit quotes to the office specified in this solicitation on or before the time specified in the solicitation. Email quotes are acceptable and can be sent to michelle.walton@noaa.gov. 2. Contractor shall have an active registration in the System for Award Management (SAM found at www.SAM.gov) in order to provide a quote and be eligible for award. 3. Provide all evaluation criteria in accordance with 52.212-2 in this package. "THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES.
