Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. Responses to this notice shall include: Company Name Address Point of Contact Phone, Fax, and Email DUNS number Cage Code Type of business, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a), HUB Zone, Women Owned Small Business, SDB Must provide a capability statement that addresses the organizations qualifications and ability to perform the work described below: The Kansas City VA Medical Center is looking to procure an ultrasonic scaler for dental hygienist to clean tarter from teeth. It uses an electro-constrictive stack to produce tiny vibrations in the tip of the instrument. These are ultrasonic vibrations, typically at 25 or 30 thousand vibrations per second, depending on the exact model of cavitron. The tip moves through a tiny figure-of-eight motion, extremely rapidly. There is also a water spray, which cools the stack and washes away the debris as it cleans. This is used for removing dental calculus, the hard deposits that build up on teeth, also called tartar. Specifications: Electrical Voltage: Continuous 100-240 VAC Phase: Single Frequency: 50/60 Hertz Water Pressure: 20-40 psig (138-275 kPa) Water Temperature: <25* C (77*F) Operating Environment: Temperature 15-40*C (59-104*F) Clinical Use and Benefits: Decreased treatment time, especially with heavy deposits, leaving more time for patient education or procedures. More efficient removal of dental plaque, calculus, and stain. Less hand and wrist fatigue to providers. Ultrasonic instruments rid the radicular surfaces of bacterial endotoxins while preserving the cementum. Less tissue trauma due to no sharp cutting edges. Water provides continuous tissue lavage which increases tissue comfort during and after the procedure and allows for high visibility throughout the procedure. Antiseptic solution can be substituted for the water to provide irrigation/disinfection to the region being treated. This solicitation uses a Brand Name or Equal Description of the product required. This permits prospective contractors to offer products other than those specifically referenced by brand name (Cavitron Touch Ultrasonic Scaling System). Item # Description Quantity 8250001 Cavitron Touch Ultrasonic Scaling System 4 8183203 Steri-Mate 360 Handpiece, 3 Pack 5 Grey Market Goods: (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
