- This is a SYNOPSIS for commercial items is prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This synopsis SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N0018919Q0437. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-04 and DFARS Publication Notice 20190628. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 541380 and the Small Business Standard is $15,000,000.00. This is a competitive, 100 percent small business set-aside. The Small Business Office concurs with the set-aside decision. Regional Fire Department of Naval District Washington (NDW) in Washington DC requests responses from qualified sources capable of providing annual testing of 2,218 feet of ground ladders and five (5) aerial ladders. A complete Request for Quote (RFQ) package will be available for downloading at the NECO Website: https://www.neco.navy.mil or HTTP://www.fedbizopps.gov on or about 12 August 2019. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above web sites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-999-227-8220, or via the Internet at http://www.sam.gov/portal/public/SAM/. The requirement will consist of a 12-month period of performance that will commence on or about 1 September 2019 and conclude on 31 August 2020 for the base year, and four (4) Option periods, along with Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services; there are various locations throughout the Washington, DC Area, to include parts of Maryland and Virginia.
