Description
Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) intends to award a sole source, firm fixed price, contract for a peripheral physiology system a customized EEG work station to measure, record and analyze heart rate, respiration etc from human subjects at the VA Northern California Health Care System- Mather at 10535 Hospital Way, Mather, CA 95655 to BIOPAC Systems Inc., 42 Aero Camino Goleta, CA 93117-3105. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented for restricting competition on this procurement in accordance with FAR 13.106.1(b)(2) Soliciting from one responsible source. NAICS: 334510/Size Standard: 1250 Employees Salient Characteristics: Must be able to measure heart rate, galvanized skin response, respiration, and temperature. Must be able to link with the current BIOSemi EEG program Must have a 32 channel system Must be able to record peripheral physiology and EEG data Must be able to provide online and in-person training Must have at least 400kHz aggregate sample rate for data acquisition Must have up to 100kHz aggregate sample rate for data acquisition for any one channel Must not require any software subscription fees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance (see attached RFQ for response information). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Responses are due by August 16, 2019, 3:00PM (EST). Responses shall be submitted via e-mail to Moneque.Rodriguez@va.gov. Telephone requests or inquires will not be accepted.
