- Description
- The Naval Air Systems Command (NAVAIR) has awarded Cost Price Incentive and Cost Plus Fixed Fee modification to the existing TCS contract N00019-16-C-0027 to Raytheon Company, Dulles, VA, for the continuing transition of the TCS baseline into the OSD UCS architecture, itegration of modern intuitive controls as identified during testing with Fleet operations, integration of SAU 7000 messaging, automated testing procedures in support of furture integration & production, and support of the software baseline operating in the field. This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 17-0087, 02 Feb 2017 - redacted version attached to this announcement.
