Description
AMENDMENT 0001 TO SOLICITATION 140P6219Q0021 for Replacing Membrane Roofs at Lincoln Boyhood National Memorial Visitor Center, located in Lincoln City, IN. The purpose of this amendment is to provide the Government's responses to questions posed by prospective contractors, and to extend the solicitation closing date. 1. QUESTIONS AND RESPONSES: "Q" - Represents the question received. "R" - Represents the Government's response to the question. "AI" - Additional Information from the Government. - - - - - - - - - - Q-1: What are the payment terms if awarded the contract? R-1: Payment terms on construction contracts are fourteen (14) calendar days from the date an invoice is submitted by Contractor provided accuracy of invoice and acceptance of the invoice by the Government. - - - - - - - - - - Q-2: Can EPDM membrane be substituted with an equal or an improvement? R-2: The contract does allow for substitutions of equal products as may be approved by the Contracting Officer through the submittals process AFTER contract award. Attachment 1 of the following states (in part): SECTION 01 10 00 - SUMMARY OF WORK Part 1.5 Substitution of Materials and Equipment A. The Contracting Officer (CO) reserves the right to reject or accept any or all of the proposed changes based on completeness, clarity, and other requirements of the plans and specifications. When the Contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service, and all other appurtenances. Part 1.6 Brand Names A. References in specifications to any brand name equipment or materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for government consideration during the submittal process of the contract after award. SECTION 01 67 00 - PRODUCT REQUIREMENTS Part 19.2 Definitions A.3. Comparable Product: Product that is demonstrated and approved through submittal process, or where indicated as a product substitution, to have the indicated qualities related to type, function, dimension, in-service performance, physical properties, appearance, and other characteristics that equal or exceed those of specified product. Part 44.2 Ethylene-Propylene-Diene-Terpolymer (EPDM) Roofing A. A. EPDM Sheet: ASTM D4637 Type II, scrim reinforced. 1. Acceptable Manufacturers - Roofing System: a. Carlisle SynTec Incorporated b. Firestone Building Products c. GenFlex Roofing Systems d. Johns Manville e. Lexcan Limited f. Mule-Hide Products Co. g. Versico Roofing Systems h. OTHER APPROVED EQUALS - - - - - - - - - - Q-3: Is it mandatory that the roof replacement has to be done on one of the roofs before replacing the second roof? R-3: Yes. See Attachment 1, Section 01 10 00, Part 1.1.A. under Description of Work, which states: "Roofing systems to be replaced are located at two separate sections of the building and located over the two end halls of the Visitor Center. Contractor shall start and finish roofing system replacement on one section before moving on to roof replacement of the other section. This requires all work from tear-off to installation be completed independently for one roof at a time." - - - - - - - - - - Q-4: Is submission of past performance from subs allowed: R-4: In addition to past performance of the prospective contractor, past performance of subs is allowed. - - - - - - - - - - AI-5: Questions regarding past performance of subcontractors have been received by the Government, thereby concluding that technical acceptance and past performance may be somewhat ambiguous in the solicitation. A follow-on amendment will be issued to clarify this in the evaluation criteria and in the other solicitation Attachments as applicable. - - - - - - - - - - AI-6: The Government advises and emphasizes that safety is of paramount importance and of significant concern throughout this project. Since part of the roof membrane is located in extremely narrow areas near the edges of the roof, not only does this condition restrict the number of crew working in a particular area at the same time, there are also no roof anchor posts or safety tie offs on the roof. This information is being emphasized for prospective contractors to consider how they will mitigate this risk and be prepared to specifically address and incorporate OSHA-compliant fall protection, specific to this project, into their Accident Prevention and Safety Plan, if awarded the contract. ________________________________________ 2. If there were any questions asked or submitted by interested parties and were not addressed in this amendment, email the Contracting Officer with your question(s) no later than 3:00 p.m. central time on Tuesday, July 16, 2019. 3. Potential Quoters are to consider the information furnished in this Amendment 0001 in the preparation of his/her quote. 4. Should any instructions, information, or work specification(s) in this Amendment 0001 contradict, change, add, or delete that which is cited or described in the original solicitation documents and/or its attachments, the contents contained in Amendment 0001 is deemed to take precedence and will supersede that specific information found to be contrary to, or lacking from the original solicitation documents and its attachments, except when a subsequent amendment has been issued for clarification or correction. Other exceptions include apparent clerical errors, and minor informalities or irregularities that are merely a matter of form and not of substance. 5. Any and all amendments that have been issued against this solicitation are to be acknowledged by the Quoter and submitted with his/her quotation. 6. Reminder that instructions for submission of a quote can be found in Attachment 7 of the solicitation. 7. SOLICITATION CLOSING DATE AND TIME IS EXTENDED.
