- The purpose of this effort is to supply rail chain tiedown assemblies for the fleet of railway flat cars owned and managed by the Department of Defense (DoD). Rail chain tiedown assemblies as a whole, and each component, shall be composed of all new material and conform to the requirements of Association of American Railroads (AAR) Open Top Loading Rules (OTLR), Section 1, Part 2, paragraph 21 current as of the date of shipment. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-JUL-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
