Description
Combined Synopsis/Solicitation N40085-19-T-9217 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The solicitation number is N40085-19-T-9217 and is issued as a Request for Quote (RFQ). This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-03, effective 12 June 2019 and DFARS DPN 20190628, effective 28 June 2019. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611430 and the Small Business Standard is $11 million. This procurement will be done on an Unrestricted basis. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (2)(b)(1)(i). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon any responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MID-LANT), Norfolk, Virginia intends to Sole Source a Firm-Fixed-Price contract to The Association of Energy Engineers, Inc., 700 Indian Trail-Lilburn Rd, GA 30047. The requirement involves a 5-day Comprehensive Training Class for Certified Energy Managers (CEM). The contractor shall provide the support required in accordance with the attached PWS. Period of performance: 9 September 2019 “ 13 September 2019. This announcement will close at 2:00 pm EST on 22 July 2019.
