- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912PM-19-T-0070 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-07-15 15:00:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Wilmington, NC 28401 The USACE - Wilmington District requires the following items, Brand Name or Equal, to the following: LI 001: DMS Motion Sensor - Brand name or equal to the 'Teledyne TSS Dynamic Motion Sensor DMS-25'. Must meet the minimum requirements listed in this CLIN. motion sensor designed specifically for the marine industry. Sensor must measure Heave, Pitch, Roll and Depth. A cable no less than 10 Meters in length shall be provided to measure a vertical depth of no less than 3000 meters. Dynamic accuracy shall be 0.25 degree roll and pitch (RMS). A power supply rating of 12-36Vdc (2A supply) and Operate within a temperature range of 0 degree Celsius to 55 degree Celsius. Shall have a shock survival rating of no less than 30g peak (40ms half sine). Shall have a digital interface or RS232 or RS422 (software selectable). Shall be compatible to topside software DMSView for windows or DMS500View for Windows. A 12 month warranty including all parts and services will be included in this CLIN. Shall meet the specifications of the Teledyne dynamic motion sensor DMS-25. If offering an 'equal' equipment, the equipment must be compatible to the current software, hardware and physical dimensions of the brand name listed. Equipment shall be 100% functional to the current onboard systems of the vessel. All costs associated with the purchase and delivery of this equipment will be included in this CLIN., 1, EA; LI 002: GNSS Heading Receiver - Brand Name or Equal to the 'Trimble Marine BX992 GNSS Heading Receiver.' Receiver shall include a dual-antenna GNSS receiver with the ability to handle multi-frequency support for all known constellations. Shall deliver position information to the centimeter level without the use of a base station. Shall support MSS L-Band, Marinestar and RTX services. Shall have a moving baseline for accurate display of heading on moving platforms. Shall be environmentally sealed IP67. Shall have the RS232, USB and Ethernet interfacing for high speed data transfer. If offering an 'equal' equipment, the equipment must be compatible to the current software, hardware and physical dimensions of the brand name listed. Equipment shall be 100% functional to the current onboard systems of the vessel. A 12 month warranty included all parts and services will be included in this CLIN All costs associated with the purchase and delivery of this equipment will be included in this CLIN., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USACE - Wilmington District intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USACE - Wilmington District is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com.
