- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) July 11, 2019 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE OFFICE OF EMERGENCY MANAGEMENT MOBILE DEPLOYABLE MEDICAL UNITS RFI NUMBER 36A77619Q0171 This acquisition is in support of the Office of Emergency Management (OEM) for the procurement of expandable self-contained stand-alone mobile fold-out shelters (mobile deployable medical units) that will serve the Veteran and civilian populations as medical clinics in devastated communities. The Program Contracting Activity Central (PCAC) intends to make a sole source award to a small business, Elite Aluminum Corporation (DBA: Elite Panel Products), 4650 Lyonds Technology Parkway; Pompano Beach, FL 33073-4360 to provide mobile deployable medical units for disaster relief services. The North American Industry Classification System (NAICS) code for this requirement is 332311 with a size standard of 750 employees. The authority for other than full and open competition purchases is 13.501(a). This notice of intent to sole source is not a request for quotes or proposals. No contract award will be made on the basis of quotations or proposals received in response to this notice. No solicitation document exists and no telephone calls or email inquiries will be accepted. Any responsible source who believes it is capable of meeting the requirements may submit a complete technical package that provides clear and convincing evidence they can meet the Government s requirement. Responses shall be received within four (4) business days of this notice by 9:00 a.m. (Eastern) electronically to Michelle Rhodes, Contracting Officer at michelle.rhodes@va.gov or it will not be considered. Disclaimer: A determination not to compete the requirement based on the responses received to this notice is solely within the discretion of the Government. No proprietary, classified, confidential, or sensitive information shall be included in responses to this notice. This notice does not obligate the Government to award a contract. The Government will not pay for information provided in response to this notice. The Government reserves the right to use information provided by respondents for market research purposes. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
