- The United States Coast Guard intends to award, on a sole source basis, a contract under the statutory authority permitting Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This contract action is required to certify Automatic Dependent Surveillance Broadcast - Out (ADS-B Out) and Mode 5 Identification Friend or Foe (IFF) systems are fully integrated into the existing 14 USCG C-27J aircraft as well as the USCG owned Operational Flight Trainer (OFT). These services include non-recurring engineering (NRE) services and technical artifacts necessary to certify integrated ADS-B Out and Mode 5 systems. Leonardo SPA is the Original Equipment Manufacturer of the C-27J aircraft. Leonardo SPA is the sole and exclusive owner of all rights, title, interest in and to all Intellectual Property incorporated in the design and manufacturer of the C-27J aircraft.
