Description
DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C247-19-AP-4507 Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H. Johnson Medical Center. PR-IFCAP number 534-19-4-7131-0480 ($22,316.70) Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This station acquired a LEICA Multiphoton Microscope for imaging post-mortem tissue samples. At its core this multiphoton microscope and supporting software provides the necessary reproducibility, quantification, resolution and throughput to image the cells. This system provides increased optical resolution and contrast and provides for the reconstruction of the cells from the images. Such a microscope also targets the beam of light to a specific point and controls depth (z-axis) of penetration of the laser. The microscope is a high-resolution imaging system coupled to real-time downloading to peripheral computer workstations to provide maximal throughput. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a sole-source service contract since only manufacturer of the equipment can service the equipment. The factory warranty will be voided if a non-authorized person services the equipment. Description of market research conducted and results or statement why it was not conducted: VIP Vet-Biz SBA Dynamic Small Business Search FPDS-NG eZ Search The FPDS-NG eZ Search results confirmed that all VHA contracting offices have been awarding for service maintenance and repairs of these special microscopes to Leica, as the only company authorized by manufacturer, Leica, to service the Multiphoton Microscope. Performance Work Statement (PWS) LEICA TCS-SP8 Confocal Microscope Introduction The contractor shall provide service repair and complete support of the LEICA MICROSCCPE INSTRUMENT: SP8 SERIAL NUMBER: 8100000950 at the Ralph H. Johnson VA Medical Center, Research and Development Service located at Strom Thurmond Building, STB Lab 414, 30 Courtenay Drive, Charleston, SC. Service repair inclusive of travel, parts and labor. One-Year FULL ON-SITE Support Plan. Serial Number: 8100000950 Base Year Period of Performance: 07/01/19-6/30/20 Background This station acquired a LEICA Multiphoton Microscope for the purpose of imaging post-mortem tissue samples. At its core this multiphoton microscope and supporting software provides the necessary reproducibility, quantification, resolution and throughput to image the cells. This system provides increased optical resolution and contrast, and also provides for the reconstruction of the cells from the images. Such a microscope also targets the beam of light to a specific point and controls depth (z-axis) of penetration of the laser. The microscope is a high-resolution imaging system coupled to real-time downloading to peripheral computer workstations so as to provide maximal throughput. This request is to provide one-year service for a high-resolution confocal microscope and supporting software that is critical to the completion of research studies. Scope Research performed in Dr. Shiromani s Lab requires the imaging of brain and other tissue samples. We require a piece of equipment that allows for measurement of multiple samples accurately, with highly reproducible measurements and requiring minimal amounts of sample and reagents, due to the limited resources available. The LEICA TCS-SP8 confocal microscope was acquired using a ShEEP VA grant and has been continuously being used by VA investigators to conduct their research studies under the MERIT funding program. The confocal microscope is a critical equipment for completion of research projects. The scope of work includes full support and repair of the existing LEICA TCS-SP8 Confocal microscope during normal working hour M-F, 7am-4:30pm, with after-hours availability at the Ralph H. Johnson VA Medical Center, Research and Development Service, Charleston, SC to limit impact to Research Project. When the services are required, the contractor shall be notified by the Principal Investigator or Lab Manager. Work under this contract shall include the following items: a) The contractor shall provide full support for LEICA TCS-SP8 Confocal microscope b) The contractor shall provide service repair for LEICA TCS-SP8 Confocal microscope during normal working hours M-F from 7:00am-4:30pm with after-hours availability c) Provide all resources required in performing repair services including: supplies, parts, materials, equipment tools, shipping, travel, programming, diagnostics, testing (of associated work) and labor. g) Mobilize emergency call back service as needed. Equipment LOCATION EQUIPMENT SERIAL # QUANTITY Strom Thurmond Building, STB Lab 414, 30 Courtenay Drive, Charleston, SC. LEICA TCS-SP8 Confocal microscope 8100000950 1 Performance Requirements All scheduled repair work shall be completed during normal hours M-F (7am-4:30pm). Once a service call has been initiated by VA staff, a Technician shall arrive no later than 2 hours after the service call has been made unless otherwise agreed by the VA COR. All travel cost associated with this contract shall be included in the contract cost. Additional cost will not be provided for any work. The contractor shall be responsible for all: supplies, parts, materials, equipment tools, shipping, travel, programming, diagnostics, testing (of associated work) and labor required to perform all the repair services as outlined in this PWS. If the contractor cannot resolve any issues with the LEICA TCS-SP8 Confocal microscope within 8 hours, an action plan must be written and forwarded to the Principal Investigator /COR for review and approval. This action plan shall contain the following information: summary of the problem, why the problem can t be fixed in allotted time, expected date and time of when the problem will be resolved. Insufficient labor shall not be a valid reason of why the work has not been completed. Full support and unlimited service repair calls shall be provided 7 days a week. Deliverables The following items are required to satisfy the requirements of this contract relating to the repair of the LEICA TCS-SP8 Confocal microscope. If any of the following items are not met the contractor may be considered in breach of its contract: Advanced Care Service Plan coverage: -Unlimited service visits by Leica-Microsystems trained and qualified field service engineer -1 Annual on-site Planned Maintenance visit, to ensure the system is performing to factory specifications. -Unlimited access to expert Applications and Technology Support Center (M-F 8am-5P) -Software Updates -10% discount on non-contract related services Contract Period: 07/01/2019 To: 06/30/2020 Agreement Period: 07/01/2019 To: 06/30/2020 NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-JUL-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
