- THIS IS A PRE-SOLICITATION NOTICE ONLY: THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, Veterans Benefits Administration, Office of Administration and Facilities, Acquisition Division intends to issue a Request for Proposal (RFP) for a Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ) contract for all services required under the Veterans Intake, Conversion, and Communications Services (VICCS) program, for the VBA Office of Business and Process Integration (OBPI). Some of those services include: Centralized Source Material Tracking Services; Intake and Conversion Services; Inbound Mail Management Support Services; Rules-Based Processing Services; and Centralized Outbound Services. This requirement will be competed full and open unrestricted. Anywhere from three (3) to six (6) contract awards are contemplated, providing enough qualified contractors present offers. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical approach. Applicable NAICS code is 518210, Data Processing, Hosting, & Related Services, with a small business size standard of $32.5 Million. The anticipated contracts will consist of a Base Award Period of one (1) calendar year, and 4 one-year option periods. The minimum guaranteed amount for this contract is $30,000.00 per awardee, which will be obligated at the time of IDIQ award. Orders beyond the minimum will be determined by department needs and the results of fair opportunity competitions. The Government has no obligation to award TOs beyond the minimum guaranteed amount. The maximum aggregate value of all task orders under the VICCS IDIQ contracts is $2,000,000,000.00. This ceiling is neither divided nor multiplied by the number of awardees. It is anticipated that the solicitation will be available on or about July 26, 2019. The solicitation closing date is scheduled for on-or-about August 21, 2019. Actual dates and times will be identified in the solicitation. Telephonic requests for the solicitation will not be honored. Interested offerors must be registered in the System for Award Management (SAM) database at http://www.sam.gov.
