- Notice of Intent to Issue Sole Source Purchase Order for Digital Formation LESA Annual Software Maintenance This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, on behalf of the Bureau of Ocean Energy Management (BOEM), is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed-price purchase order on a sole source basis to Digital Formation, 999 18th Street, Ste. 2410, Denver, CO, 80202 (DUNS: 136664260) in accordance with FAR part 12 and FAR Subpart 13.106-1(b) for Digital Formation LESA Annual Software Maintenance. Digital Formation is the only source capable of providing this software and maintenance due to proprietary licensing rights. It is anticipated that purchase order award will occur on or before July 7, 2019 with a 12-month period of performance from October 1, 2019 through September 30, 2020. The applicable NAICS Code is 511210 (Software Publishers). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a quotation which shall be considered by the agency if received by the Point of Contact (POC) listed below by 3:00 PM, EST, June 26, 2019 (reference Solicitation No. 140M0119Q0034). A determination not to compete this action is within the discretion of the Contracting Officer.
