Description
This is a pre-solicitation notice for Department of Veteran s Affairs, NCO 19, to obtain Reference Laboratory Testing/Analysis services for the entire VISN (Veterans Integrated Services Network) 19 to include: VA Eastern Colorado Health care System, VA Salt Lake City Health Care System, VA Montana Health Care System, Cheyenne (WY) VA Medical Center, Sheridan (WY) VA Medical Center, Grand Junction (CO) VA Medical Center, Muskogee (OK) VA Medical Center, and Oklahoma VA Health Care System. The services performed must meet the qualifications in accordance with (IAW) all applicable Department of Veteran Affairs (DOVA) regulations and policies. The contract start date is anticipated to be 01 Oct 2019. The Government is anticipating awarding multiple five (5) year BPAs each with five (5) one-year ordering periods. The North American Industrial Classification System Code is 621511 (Medical Laboratories) and size standard of $32.5M. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.fbo.gov on approximately 01 July 2019.    No paper copies will be issued. Award will be made based on FAR 15 Best Value Trade-Off Process. The contractor's proposal shall include a price section, a past-performance section, and a technical section, and must conform to the instructions contained within each section. Each CLIN in the pricing proposal must be priced. The Government reserves the right to award without discussions. If the Government decides to award with discussions, you will be notified as soon as possible, and asked to provide additional information. To be eligible for contract award, offerors must be registered in the System for Award Management (SAM). www.sam.gov All Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in VetBiz. www.vetbiz.gov Additionally, the Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.    Any questions regarding this notice should be directed to Ian Boettcher at ian.boettcher@va.gov.
