PLACE OF PERFORMANCE POSTAL CODE: 79905 PLACE OF PERFORMANCE COUNTRY: USA TITLE OF PROJECT: CHAM 243126, Upgrade Theater Lighting, Chamizal National Memorial GENERAL: The National Park Service (NPS), Department of Interior (DOI), Intermountain Region (IMR), is soliciting proposals on a full and open basis after exclusion of sources under FAR 6.203 from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about 27 June 2019. The NAICS Code for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $15 million. PROJECT DESCRIPTION: The purpose of this project is to replace the theater lighting system, converting to Light-Emitting Diode (LED) capabilities, replace light dimmer racks, lighting control console, relay panel, monitor screens, and circuits, as well as replace stair edges and walkway lighting and repair the cable grid accessing light fixtures. The work will consist of the following: 1. Mobilization/Demobilization. 2. Demolition of the existing dimmer racks and removal of existing fixtures. 3. Inspection, testing and repair of existing sockets, wiring and conduit to be reused for new fixtures. 4. Procurement and installation of nine (9) new lighting relay panels, dimmer rack, and remote preset control stations. 5. Procurement and installation of two hundred thirty eight (238) LED lighting fixtures. 6. Procurement and installation of power, control, and networking cable required for lighting fixtures, relay panels, and remote control stations. 7. Selection of new lighting groups for new control system using repaired and tested sockets, wiring and conduit. 8. Commissioning of new lighting system. 9. Training on use and maintenance of new lighting system. Type of Procurement: It is anticipated that a single negotiated, firm-fixed price contract will be awarded using FAR part 15 procedures. Estimated Price Range: Between $500,000 - $1,000,000 Estimated Period of Performance: 120 days, estimated October 2019 - January 2020 Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents A pre-proposal meeting may be posted and date/location will be noted in the solicitation. This procurement is a TOTAL WOMAN-OWNED SMALL BUSINESS SET-ASIDE. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS 238210 is $15 million. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
