SOURCES SOUGHT NOTICE THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a Sources Sought synopsis only. Questions shall be submitted by email to Catalin.Parfenti@va.gov. This notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. This Sources Sought is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes. Introduction This Sources Sought Notice provides the opportunity for interested parties to submit Statements of Capabilities to the U.S. Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) for potential work with the US Geological Survey (USGS) on developing a near real time post-earthquake building safety assessment tool, Structural Health Monitoring (SHM), for its densely instrumented critical VA buildings. VA seeks services from an organization specializing in developing consensus, expert opinions on structural engineering issues related to natural hazards. The specific services sought are to conduct an independent review of SHM, highlighted by conducting a targeted technical industry review workshop, and an option task award to recommend improvements for a future version of SHM, as described in the attached scope of work (SOW). Response If your organization is interested and is capable of executing all aspects of the project, please Email Marcel Parfenti with your Statement of Capability at catalin.parfenti@va.gov before May 21, 2019 by 03:00 PM ET. Statement of Capability Content and Instructions The response need not follow any specific format; however, it must be complete and accurate, provide strong support for feasibility, and reflect a realistic understanding of Structural Health Monitoring (SHM). Statement of Capability should include the following: 1) Proposer Identification and References: Provide full identification of the organization or person(s) responsible for the Statement of Capability, including names, addresses and phone numbers of two personal and two professional references. List if your company size standard; for example, SDVOSB, VOSB, WOSB etc. 2) List of Proposed prime Contractor and subcontractors, including detailed information on the experience repairing Structural Health Monitoring (SHM). 3) If significant subcontracting or teaming is anticipated in order to deliver technical capability and scale, organizations should address the administrative and management structure of such arrangements.
