This is a SOURCES SOUGHT announcement only. It is neither a solicitation announcement nor a request for proposal or quote and does not obligate the Government to award a contract. Responses to this Sources Sought must be in writing. This permits prospective contractors to offer products other than those specifically referenced by brand name. Offerors of equal products shall include equipment brochures which clearly define the equal product, or offer will not be considered. Any information submitted by an offeror for consideration will not be returned and will remain the property of the VA. All costs associated with submitting the above are the responsibility of the Contractor and all information provided must be submitted to the Contracting Officer. All offers must work with existing equipment that has already been purchased and is currently in use at the station and also to meet standardization requirements throughout the hospital. Marion VA Health Care System Surgery Service is requesting to purchase a new surgical video platform for use by Surgeons in the Operating Room at Marion VAMC. This solicitation is seeking one (1) complete surgical video platform ( tower ) system. The successful bid will be equipment which is, or is the technological equivalent of, a Stryker AIM 1588 Video Platform. The video platform would need to include the following items: Two (2) Camera Control Units Three (3) Camera Heads with Integrated Couplers Two (2) Pendulum Camera Heads with Integrated Couplers Two (2) LED Light Source Systems One (1) Base System with Printer Two (2) Insufflator Kits (utilizing Bottled Gas) One (1) Wireless Transmitter System Two (2) 26 minimum LED Display One (1) 26 minimum LED Wireless Display Four (4) High Definition Laparoscope (autoclavable) 5.4mm X 0 °, 30 cm kits (includes laparoscope and Henke/Dyonics/Storz scope adapter) Four (4) High Definition Laparoscope (autoclavable) 10mm X 0 °, 33 cm kits (includes laparoscope and Henke/Dyonics/Storz scope adapter) Five (5) Fiber Optic Lighting Cables, 5mm X 10 feet (3.05 meters) One (1) Standard Video Cart Kit One (1) Flat Panel Roll Stand Kit One (1) Micro Cart Four (4) Henke/Dyonics/Storz Scope Adapters One (1) 30-foot DVI cable This solicitation requires that surgical video platform system must be DICOM approved and work with existing equipment being used on station. Current equipment includes Stryker, Storz, and Arthrex scope and arthroscopy equipment. Successful bidding equipment must display the following characteristics: Must have a high definition camera system that can distinguish critical anatomy in the surgical field; Must be able to be used by multiple specialties (cross-specialization, as opposed to tailored to just one surgical specialty); Must be able to enhance visualization of anatomy in real time, including ability to visually assess blood flow, tissue perfusion, and biliary ducts using fluorescent light; Light cord must be able to go on stand-by when the scope is disconnected to prevent drape burns; Must be able to use Integrated Infrared lighted Stents to prevent Ureteral Injuries during laparoscopic procedures; User must be able to adjust light intensities in both white light mode and in fluorescence mode; Must be able to illuminate posterior compartments of the surgical image and enhance visualization deep into dark cavities; Must be able to increase the brightness of an image in real time and create a brighter image where light may be challenged, such as in dark and posterior compartments; Must have a desaturation function that allows surgeon to desaturate intense red color, mitigating visualization challenges created in bloody surgical environments and allowing surgeon to differentiate tissue. User must be able to control 19 functionalities through the camera head, including capturing images, changing modes, taking video, and controlling light source. The Insufflator must have High Flow, Heated, Humidified, and Smoke Evacuation tubing options that reduce post-op pain, keeps the surgical image clear, and protects the OR Staff from the harmful carcinogens created during surgical procedures. Must be able to increase clarity, contrast, and detail of image of surgical field in real time.
