Description
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to solicit and negotiate a sole source Firm Fixed Price (FFP) contract for services with BOOZ ALLEN HAMILTON using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; and FAR Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code applicable to this procurement is 541512, Information Technology (IT) and Telecom Systems Development which falls under the Taxonomy IT Services. The current size standard is $15.0 million. The place of performance is Commander, Naval Information Forces (NAVIFOR), 115 Lake View Parkway, Suffolk, VA 23435. This notice of intent is NOT a request for competitive quotations, however, all responsible sources may submit an offer, which shall be considered by the agency. NAVIFOR requires BOOZ ALLEN HAMILTON support to provide technical and management support services to the Information Forces (IFOR) Command Information Office (CIO). The scope of this PWS includes but is not limited to the support services for Government scheduled and managed Functional Area Management (FAM) events with in-depth knowledge of advanced principles and current professional knowledge of the FAM/Fleet Applications and Solutions Team (FAST) process theories and techniques. As well as a thorough knowledge of military structure, Data Management and Fleet requirement processes, and/or Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) systems. It is anticipated that taskings for the FAST portion of the PWS will be provided as an option for each year to be exercised on the basis of available funding. The performance period for this acquisition is anticipated to be a 12-month base period beginning on 30 June 2019 and ending on 29 June 2020, plus four (4) 12-month options and FAR clause 52.217-8, Option to Extend Services, to continue through 29 December 2024. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE FINAL SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO, https://www.neco.navy.mil.). The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a proposal. A complete RFP package will be available on or about 14 May 2019, by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract as supported by a signed Justification for Sole Source (Attachment 1). Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issues hard copy solicitations. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
