Description

The purpose of this update is to post the revised questions and answers that was posted onthe 17th but the system had a glitch. FEMA is requesting all contractors to update their proposal accordingly. The dude date has been updated until September 5, 2018 at 12:00 pm EST. In wake of Hurricane Maria response efforts, FEMA is procuring Generator Sets to support Disaster Relief Operations in order to protect against, respond to, recover from, or mitigate against threatened or actual major or catastrophic disasters and emergencies both natural and man-made, including acts of terror. This specific requirement is for DC Frederick, DC Atlanta, DC Caribbean, and DC Moffett, which maintain their respective generator fleets to support emergency response operations; and would fill shortfalls at each location within their fleet due to the lifecycle of generators. The Contractor shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the Purchase Order. The contractor(s) shall furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project requirements defined in this Statement of Work (SOW). (i)Submission of Questions. Question are due no later than Wednesday, July 25, 2018 at 12:00pm EST via email to the following: Isaac Chapple at Isaac.Chapple@fema.dhs.gov (ii) Submission of Proposals. Proposals will be submitted no later than Friday, August 24, 2018 at 10:00am EST. Offerors must submit one electronic copy of their proposal to Isaac Chapple at the email addresses previously provided, Lashawn.Smith@fema.dhs.gov and Amanda.Morgan2@fema.dhs.gov. (iii) Period of Acceptance The offeror agrees to hold the prices in its offer firm for 180 calendar days from the date offer is received. (iv) Format Offerors are required to submit their proposal with a cover page and two separate volumes as follows: • Cover Page Submitted with each Proposal • Volume I: Technical Proposal 1 Electronic Copy with Factor 1-2 • Volume II: Business Proposal 1 Electronic Copy with Factor 3,4,5 Cover Page. The cover page will indicate the following: • Title of the Proposal • Proposal Category (Technical or Business) Volume Number • Identification of Volumes • The cover page will contain sufficient detail that will allow the important elements to be easily located. The table of contents does not count against the page limitations. Volume I. The content of the Technical Proposal must not exceed 20 single spaced pages using font size 12. Each page is one sheet, 8 ½" x 11", with at least one inch margins on all sides using Times New Roman font. Pages will be consecutively numbered. Page numbers, notation of proprietary information, and any other identifying information printed on each page are excluded from the margin requirements. Any fold out pages will not exceed either 8 ½" x 22" or 17" x 11", which when folded in half will be no longer than 8½" x 11". The foldout will count as two pages. The Government will not review content exceeding the 20 page limitations. The technical proposal must not contain price information.
