- The Washington Headquarters Services Acquisition Directorate (WHS AD), on behalf of the Office of the Under Secretary of Defense for Research and Engineering, OUSD(R&E), acting through the Strategic Capabilities Office (SCO), is issuing a Request for Solutions (RFS) for the first phase of a multi-phase prototype project for a small mobile nuclear reactor. The RFS is being issued under the prototype project other transactions authority of 10 U.S.C. § 2371b. Instructions for preparing and submitting proposals are included in the RFS document attached to this notice.
