- This is not a request for quote; this is a notice of the Government's intent to award a firm fixed price contract on a sole source basis to AT&T pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The NY National Guard intends on awarding 11 phone lines across NYS. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interests and capability to respond to this requirement by 8:00 AM 1 MAY 2019, EST by email to Melissa.santoro2.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
