- The Department of Veterans Affairs (VA), Network Contracting Office (NCO 17), El Paso, TX, intends to enter into an indefinite-delivery indefinite-quantity (IDIQ) contract for one (1) Full-Time Equivalent Urgent Care Physician in support of the Department of Veterans Affairs, West Texas Veterans Health Care System, Big Spring, Texas, 79720. The intended term of contract is for one (1) year with one (1) option year, if the requirement continues to exist. Solicitation documents are anticipated to be available 3 May 2019, or shortly thereafter and will be posted via the Federal Business Opportunities (FBO) website. Estimated solicitation close-out date is 23 May 2019. Anticipated contract start date is 27 September 2019. Prospective Offerors should not expect notification of issuance of amendments other than via the FBO website and are responsible for obtaining all amendments as posted. Prior to submission of a quote, Offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work and terms and conditions of the requirement. The VA anticipates issuing a 100% Service-Disabled Veteran-Owned Small Business set-aside for this requirement. The solicitation will be available for download from http://www.fbo.gov. Interested parties will be responsible for downloading copies of the solicitation (and any subsequent amendments). The solicitation will provide instructions to offerors about the quote submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The North American Industry Classification System (NAICS) Code is 621111 (Office of Physicians, Except Mental Health Specialists) with a Small Business Size Standard of $11 Million. The classification code is Q201. Offers from all capable and responsible SDVOSB sources will be considered. Firms should ensure their registration in the System for Award Management (SAM) database, https://www.sam.gov/, is current and should ensure the applicable NAICS code (621111) is included in the SAM profile prior to submission of proposals. Note: Vendors that submit offers and are not registered within (SAM) under NAICS 621111 will be considered non-responsive. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database at: https://www.vip.vetbiz.gov.
