Description
This is a Pre-Solicitation Notice announcing that the National Park Service, Lewis & Clark National Historical Park, intends to issue a Request for Proposals for construction, for a contractor to replace the water mains and appurtenances at the Fort Clatsop Visitor Center, as well as cap and abandon existing pipes. Total lineal feet is approx. 3,100. Visitor center will remain open during construction. This project is being solicited and awarded as a total (100%) Small Business set-aside. The NAICS code for this solicitation is 237110, Water and Sewer Line and Related Structures Construction, with an associated small business size standard of $36.5 million. The magnitude of construction for this project is between $250,000 and $500,000. This magnitude range is required in accordance with FAR 36.204 and is not the government's estimate. A single firm-fixed price construction contract will be awarded as a result of the solicitation. Solicitation number 140P8319R0009 will be issued as a Request for Proposals, posted to FedBizOpps "FBO" at http://www.fbo.gov between April 30th and May 10th, 2019, with a response date 30 days thereafter. PROJECT LOCATION. The project is located at the Fort Clatsop Visitor Center within Lewis & Clark National Historical Site, 92345 Fort Clatsop Road, Astoria, Oregon 97102. The visitor center is located at Fort Clatsop Road approximately 2 miles south of Warrenton, Oregon. Driving directions are available at the following website address: https://www.nps.gov/lewi/planyourvisit/directions.htm. PRE-PROPOSAL SITE VISIT. An organized pre-proposal site is scheduled for all interested parties on Thursday, May 16, 2019 at 1pm (PST). This site visit information is also provided in Section L of Solicitation Attachment no. 3, Terms-Conditions. Interested parties shall RSVP directly to Colby Mackley, Chief of Facility Management, at Lewis & Clark NHP. RSVP by phone at (360) 461-1198 or by email to Colby_Mackley@nps.gov. If RSVP by email, please also cc: Phaedra_Fuller@nps.gov. Attendees shall meet at the Fort Clatsop Visitor Center (front of building by main entry) at 1pm. Colby Mackley will provide a site walk and talk about the project, note and answer any questions. However, if answers cannot be provided during the site visit, then Colby will note those questions, and they will be answered in the site visit notes that will be posted as a separate attachment to the solicitation, as an amendment to the solicitation within 3 days of the site visit. If questions arise immediately after the site visit, please send them in writing by email to Colby, and cc: Phaedra Fuller, Contracting Officer (email Phaedra_Fuller@nps.gov). It is strongly encouraged that anyone interested in potentially submitting a proposal for this project, attend the site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award. PROJECT PERIOD OF PERFROMANCE. The government anticipates awarding the contract in June 2019, and plans to have on-site construction work begin in September 2019, as coordinated with the project team. Anticipated period of performance is 60 calendar days from issuance of the Notice to Proceed. Offeror should plan to get through all project submittals after award, by end of July 2019, and complete all on-site construction work between August and September 2019. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED and telephone requests, email requests, or fax requests for the solicitation will not be accepted. The solicitation package will be posted between April 30th and May 10th, 2019. The full solicitation package, including the Standard Form 1442 (solicitation form SF-1442) and all associated attachments, will be available in FedBizOpps. This Pre-Solicitation Notice announcement does not constitute the solicitation. ALL QUESTIONS MUST BE SUBMITTED BY EMAIL, IN WRITING (NO PHONE OR FAX QUESTIONS). Submit questions in writing, sending by email to Phaedra_Fuller@nps.gov, and cc: Colby_Mackley@nps.gov. Please reference the solicitation number in the subject line of the email, as "140P8319R0009/QUESTION." Interested parties are urged to check FedBizOpps for amendments. NOTE 1: Reminder that the solicitation will be posted to FBO between April 30th and May 10th, 2019. The Contracting Officer will be out of the office April 15th - May 6th. Once the solicitation is posted, Colby Mackley, Chief of Facility Management, Lewis & Clark National Historical Park, will be able to answer some if not all questions asked about the solicitation, while Phaedra is out of the office. If Colby cannot immediately provide an answer, he will compile the questions and upon Phaedra's return to the office, she will amend the solicitation on/about May 7th, to post the compiled Q&A as a separate attachment. NOTE 2: This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available, a contract will be awarded at that time. (Funds are expected to become available in June 2019, however, Offerors shall guarantee their proposal for 90 calendar days from the solicitation closing date). The Government reserves the right to cancel this solicitation.
