Description
The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of Project Manager Soldier Weapons, is seeking proposals in regards to a Prototype Project Opportunity Notice (PPON) for Next Generation Squad Weapons (NGSW). The NGSW PPON details how the Government intends to award up to three prototype Other Transaction Agreements (OTAs) under the authority of 10 U.S.C. § 2371b, with each COMPANY developing two weapon variants under the NGSW program and 6.8 millimeter ammunition common to both weapons. The weapons include the Next Generation Squad Weapon-Rifle (NGSW-R) and the Next Generation Squad Weapon-Automatic Rifle (NGSW-AR). The NGSW-R is the planned replacement for the M4/M4A1 Carbine and the NGSW-AR is the planned replacement for the M249 Squad Automatic Weapon (SAW) in the Automatic Rifleman Role in the Close Combat Force. Deliverables for each prototype OTA include 53 NGSW-R weapons, 43 NGSW-AR weapons, 845,000 rounds of ammunition, spare parts, test barrels, tools/gauges/accessories, engineering support, and iterative prototyping efforts as defined in the Statement of Work. Each prototype OTA will undergo two prototype test events including Soldier Touch Points. The duration for each prototype OTA is estimated to be up to eight years. The first 27 months will be for prototyping the NGSW-R, NGSW-AR, and ammunition. Following this prototyping effort, there may be additional iterative prototyping efforts for the NGSW-R, NGSW-AR, and ammunition. These iterative prototyping efforts will each have separate durations and will occur within the eight year duration. In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. The follow-on production award(s) is planned to be an Indefinite Delivery / Indefinite Quantity Federal Acquisition Regulation (FAR) based contract with Firm Fixed Price Delivery Orders up to ten years or a fixed amount OTA up to ten years. The production award(s) may include 250,000 total weapons system(s) (NGSW-R, NGSW-AR, or both), 150,000,000 rounds of ammunition, spare parts, tools/gauges/accessories, and engineering support. The value of this follow-on production award(s) is estimated to be $10M in the first year and estimated $150M per year at the higher production rates. Questions and comments will be addressed anonymously as updates to this notice. Industry is encouraged to sign up in the interested vendors tab for potential partnering opportunities. The NGSW PPON attachments are embedded within the solicitation document. Interested vendors must complete and submit a DD Form 2345, AMSTA-AR Form 1350, and Non-Disclosure/Non-Use Agreement to gain access to attachments marked "See Distribution F Data Request." See PPON NGSW solicitation link for more information. --------------- AMENDMENT 1 SUMMARY OF CHANGES: The purpose of NGSW PPON Amendment 1 is to: 1. Add a definition for Production Representative in section 1.4 Definitions. 2. Clarify Statement of Work (SOW) deliverable dates to more closely match Attachment 3 - Delivery Schedule. 3. Make minor changes/updates to words to better describe/clarify the Government's intent. 4. Clarify rights in SOW 2.3.1.1.2. Computer Software Data Delivery (if applicable), SOW 2.3.2.7.1. Copyright & Technical Data Rights, and SOW 2.3.2.7.2. Copyright & Computer Software Data Rights. 5. Update SOW 2.3.6.1. Radioactive Material Justification and SOW 2.3.8.6. Hazardous Materials to clarify Government approval. 6. Update 3.2 Proposal Submission paragraph 5 and 3.4.1 Proposal Section 1, Introduction. The proposal validity period has change from 18 months to 8 months. 7. Update Sub-Factor 4 - Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) to clarify the IMP may be submitted in Microsoft Excel 2013 file and will not count toward the page limit. Also, in Section 2, the IMP significant accomplishments was removed from the list of items the IMS shall not include. 8. Update 4.4 Factor 1 - NGSW-R & Factor 2 - NGSW-AR, Sub-Factor 1 - User Acceptance to include Attachment 16 - Bid Sample Test Overview - Appendix A and B. 9. Update Attachment 1 - Capability Matrix to use latest version of TOP 3-2-045A for verification. 10. Update Attachment 9 - Prototype Test Outline to change the weapon drop subtest from 5 meters to 1.5 meters. 11. Update Attachment 15 - NGSW Model Other Transaction Agreement to incorporate the SOW changes identified above. 12. Update Attachment 16 - Bid Samples Test Overview to clarify the weapon configuration during testing.
