- The Defense Commissary Agency (DeCA) is a component of the Department of Defense reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA's mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness.
