Description
Notice is hereby provided that the standing solicitation for Multiple Award Schedule 00CORP - Professional Services Schedule (PSS) has been refreshed. The new solicitation number FCO00CORP0000C, Refresh #34 replaces solicitation number FCO00CORP0000C, Refresh #33, posted on December 13, 2018. Refresh #34 makes the following changes to the solicitation: 1. Add new Provision SCP-FSS-008 Specific Proposal Submission Instructions for Schedule 00CORP - PSS. Provision SCP-FSS-002 no longer applies to offers submitted under 00CORP - PSS. SCP FSS-008 makes the following changes to proposal instruction requirements: a. Only one project experience is required per each SIN b. No project substitutions are allowed c. All training courses proposed must have training course descriptions; all products or ODCs must have descriptions d. All additional proposal instructions specific to PSS SINs are removed from the SIN descriptions and included in SCP-FSS-008. 2. The solicitation attachment Part I - Goods and Services Addendum has been updated to remove proposal instructions that are duplicative of the SIN-specific proposal instructions contained in SCP-FSS-008. 3. The following provisions are updated to reference the new solicitation provision SCP-FSS-008: a. CI-FSS-151-N and CI-FSS-151-N (Alt. I), Additional Evaluation Factors For Award to New Offerors b. CI-FSS-151-S and CI-FSS-151-S (Alt. I), Additional Evaluation Factors for Successful FSS Program Contractors c. SCP-FSS-001-N and SCP-FSS-001-N (Alt IV), Instructions Applicable to New Offerors d. SCP-FSS-001-S and SCP-FSS-001-S (Alt II), Instructions Applicable to Successful FSS Program Contractors 4. The following SINs have been updated to remove instructional language that is redundant due to the inclusion of the instructions contained in SCP-FSS-008, or to make very minor changes to some of the words in the SIN description (i.e., the word "close-out" is changed to "closeout;" the word "on-line" changed to "online," etc.): 520 20; 541 3; 541 4D; 541 4G; 541 1000; 382 5; 871 5; 874 4; 874-6; and 874 507. The SIN table attached to the solicitation shows the updated SIN descriptions. 5. There are several new notes in the PSS TDR document attached to the solicitation. These notes are being added as a result of known systems issues with TDR offers, and to provide additional guidance to existing PSS contractors who have TDR contracts and are submitting new offers for continuous contracts. The Professional Services Schedule (PSS) enables Federal agencies to procure total professional service solutions using a single Multiple Award Schedule. PSS contractors possess expertise related to an array of professional services, including; business consulting & program support services, financial consulting solutions, environmental services, engineering services, advertising and integrated marketing services, logistics support and language services. PSS Special Item Numbers (SINs) are organized into the following SIN series: Financial and Business Solutions (previously Schedule 520) Advertising & Integrated Marketing Solutions (previously Schedule 541) Language Services (previously Schedule 738 II) Professional Engineering Services (previously Schedule 871) Business Consulting & Program Support Services (previously Schedule 874 - MOBIS) Logistics Services (previously Schedule 874 V - LOGWORLD) Environmental Services (previously Schedule 899) PSS contractors can offer information technology related professional services, human resource services, energy management planning & strategies, energy auditing, resource efficiency management (REM) and energy consulting services under complementary PSS SINs when those services are ancillary to the provision of a total professional services solution. Under no circumstances can the complementary PSS SINs be used on a stand-alone basis. Current processing time to evaluate and award a PSS contract is approximately 180 days from receipt of the offer. To facilitate the timely review of all offers, we highly encourage offerors to ensure that their offer fully complies with solicitation Part IV-Evaluation Factors for Contract Award. Well prepared and documented offers with competitive pricing are easier to evaluate and may expedite the award process. NOTICE: GSA processes offers in the manner that is determined to be most effective, considering strategic or tactical priorities, customer requirements, available resources, complexity and/or quality of the offers received, and other factors of relevance to the MAS program. This solicitation is open continuously with no closing date. The resultant contracts are awarded as Indefinite Delivery, Indefinite Quantity; Fixed Price with Economic Price Adjustment. Contract periods commence on the Date of Award through a 5-year base period with three 5-year option periods.
